After having that dream of building a new 450 parliamentary chamber to replace the current one, forced into hibernation, through that huge public outrage, many would have thought the dying horse will be allowed to go to sleep with the matter.
However, that has not been the case. It is rather the considered opinion of some members of the Ghana Institute of Architects (GIA), that the Speaker of Ghana’s Parliament, Rt. Honourable Professor Mike Aaron Oquay resigns from office for his direct influence which favoured one David Adjaye in the selection of an architect for the project.
According to them his involvement spanks nothing but an attempt to achieve a personal desire which is fully clad as though it’s of national interest but may not be the case. Though they were contented that the project is dropped, however, they indicated their intention of lacing up their boots to initiate a court action against him and architect David Adjaye and his company, David Adjaye & Associates.
The aggrieved members re – echoed their legal intent to multinewsonline.com, that David Adjaye will be attached to the legal brawl because they believe that he is not allowed by law to take up government contracts. According to them his company is not registered with the Ghana Institute of Architects (GIA) yet he is the one claimed by the leadership of parliament to have won the contract as the designed architect for the project.
They even allege that they know a renowned Ghanaian architect who had an initial meeting and further discussed details of the project with the Speaker of Parliament. They revealed that the cost of the project including all its attendant ambience and variations could be done between $70 million and $120 million. They therefore expressed shock about that $200 million which was mentioned to the media.
“We do not by this infer that the Speaker of the House, Rt. Honourable Mike and two other persons, Hon. Kyei Mensah – Bonsu and Hon. Haruna Iddrisu who we are informed, secretly deliberated on this project before it became public have any intention to engage in any kind of financial malfeasance. Our point is that if they had made the process opened, Ghanaians would have had a better deal and with a relatively less estimate without compromising the quality”.
Divulging details of the reasons why they are calling for the Honourable Speaker’s immediate resignation, they said, as a respected lawyer and eminent academician cum politician, Professor Mike Oquay has completely deceived the public with the kind of explanations he granted the media.
“This is a man we revered so much with high integrity and serving Ghana under the Speaker’s Oath which he swore before assuming his seat as Speaker of Parliament but his statements were in sharp contrast to what really pertained during the process of exploring for an architect”. They disclosed.
In their minds eyes, the Rt. Honourable Speaker’s claim to justify how the selection process was done is completely out of place, misleading and unsubstantiated without merit.
“We believe that the Rt. Honourable Speaker has not been transparent, honest and truthful with Ghanaians in handling the entire process. From what he told the media regarding the selection of an architect, we sincerely think that has totally deceived everyone and that is why we are calling for his resignation without delay” They said.
They again indicated that the selection of an architect to design the proposed 450 capacity seat parliamentary chamber was to be done through a competitive bidding but that was not the case. Instead, he overlooked the procurement law of the State and selected one David Adjaye to become the designed architect.
“We respect our Speaker as an eminent lawyer who was expected to follow the procurement procedure to the core but surprisingly he circumvented it and chose David Adjaye who is an alien to the books of the architects Association in Ghana. We need to get the laws straightened on such matters so we are contemplating hauling him before Court”. They said with rage.
“The President, Nana Addo Dankwah Akufo-Addo is a man seem to be impregnated with series of visions and policies which require short, medium and long term execution plans. We know that will take huge financial resources to implement such myriad policy programmes.
We therefore believe that eminent persons like the Hon. Mike Oquay, Hon. Kyei Mensah –Bonsu are those who must help the President avert profligate expenditures in order to trap the excesses from other state resources to be able to implement other flagship projects which might have direct benefit to Ghanaians”. They lamented.
