Asiedu Nketia: NDC will implement one-time NHIS in second term


The General Secretary of the ruling National Democratic Congress (NDC) has affirmed the party?s commitment to implementing the one-time National Health Insurance Scheme in its second term if retained in power.

The NDC in the run up to the 2008 elections promised it will implement a one time premium which will enable Ghanaians to make a one off payment for health care in the country.

With barely three months to go for the 2012 elections, the party is yet to implement the policy raising questions about the the party?s ability and commitment to execute the policy.

The ruling NDC has been chastised especially by the opposition New Patriotic Party (NPP) for reneging on the one-time premium promise it made to Ghanaians.

But speaking on Election Headquarters on Joy FM, Wednesday, Johnson Asiedu Nketia, who also doubles as the Campaign Chairman of the John Mahama campaign said that promise will be fulfilled in the party?s second term.

According to him, the ?NHIS had to be revamped and in doing so, you have to get the law in place first; we had challenges in getting the law through Parliament. I am happy to note that just last week the law has been passed so it establishes the platform for us to be able to implement whatever is contained in the law in our second term.?

He stressed that while the NDC envisaged a monolithic scheme, the NPP ?was talking about individual schemes scattered all over the country and therefore the unbearable overhead cost that infringes on the finances [of people].?

He said there is therefore the need to revamp it to aid the smooth passage and implementation of the policy.

Aside that, Asiedu Nketia touted the NDC?s achievements saying, ?I am not sure there has been any government in this country that has run its affairs as transparently as this first term of NDC governance.?

?We have allowed the rule of law to prevail; we have resisted the temptation of rising above court decisions; we?ve made sure that every single court decision has been implemented. We have allowed transparent institutions to do their work,? he added.

?The NDC?s performance this first term in building the economy has been unsurpassed,? he boasted, adding, ?We have recorded the highest growth rate ever since independence; we have recorded the highest cocoa production since independence.?

The NDC will launch its campaign manifesto on Thursday at the Volta regional capital of Ho.

The 2012 manifesto which is based on the party?s 2008 edition has four thematic areas: Transparency and accountable governance; strong economy for real job creation; investing in people; and expanding infrastructure.

As to why the party still has its manifesto based on its 2008 edition, The NDC General Secretary explained that, ?Governance is a continuum and these are sectors when you focus on these very themes, then is like you?ve covered the whole economy. It is not a good thing for the same party to be changing its vision as we move along.?
