Lawyer for Dr Ato Quarshie has described as ?horrendous? allegation that the former Roads and Highways minister under the Rawlings regime is a fugitive from the law.
Nana Ato Dadzie said the fraud allegations being parroted against his client by a former Serious Fraud Office boss, Theophilus Cudjoe were untrue and a ?figment of his own imagination?.
Mr Cudjoe who appeared before the Public Accounts Committee of Parliament to answer questions on the controversial CP judgement debt saga made damning revelations about former government officials.
He told committee members Dr Ato Quarshie together with the managers of Construction Pioneers (CP) were indicted by a 1993 SFO report and charged with conspiracy to defraud the state.
According to him, Quarshie was granted a self recognizance bail because he was considered a public officer and would not runaway. But that was not to be.
Cudjoe said the former Roads and Highways Minister fled the country only to become a witness for CP during an international arbitration on a protracted case against the government of Ghana.
??He ran away from justice. So in the report we described him as a fugitive from justice.?
?And members, legally that case is still pending in Ghana. The docket is still lying at the Attorney General?s Office. The people are legally charged. In criminal prosecutions there is no limitation. So long as you are alive you can be prosecuted anytime,? he stated.
Theophilus Cudjoe also chided the Attorney Generals department for failing to prosecute the many government officials found to have misappropriated funds both under the National Democratic Congress as well as the New Patriotic Party.
He said there were more that 27 cases thoroughly investigated by his office and which indicted many government officials but powers that be failed to prosecute.
But in a reaction, counsel for the Dr Quarshie told Joy News the allegations against his client are all false and unfounded.
Nana Ato Dadzie expressed shock at how the former SFO boss, a lawyer, his own classmate will consistently make unfounded allegations against Quarshie with no justifiable basis.
He found it rather intriguing that all the Attorney Generals who served after 1993 did not find Theophilus Cudjoe?s report worthy enough to prosecute and haul Quarshie before court.
Nana Ato Dadzie said all the Attorney Generals from Nana Akufo Addo right down to Martin Amidu in unison cannot refuse to prosecute Dr Quarshie if the fraud allegations being made by Cudjoe were true.
But if they did, it meannt the report being trumpeted by Cudjoe to indict his client cannot be relied upon to secure a verdict in court.
Nana Ato Dadzi also dismissed claims that his client runaway from the country, insisting Dr Quarshie asked permission to leave the country and was granted that permission by the SFO.
He (Quarshie) has since returned to continue his work, Nana Dadzie intimated
