Ghanaians Petition Special Prosecutor to Investigate Vice President Bawumia’s Role in PDS Deal

Three Ghanaian citizens have formally petitioned the Office of the Special Prosecutor (OSP) to investigate Vice President Dr Mahamudu Bawumia’s involvement in the controversial Power Distribution Services (PDS) deal.

 

The petitioners—Issifu Seidu Kudus Gbeadese, Elikem Kotoko, and Stephen Kwabena Attuh—are calling for a thorough inquiry into the Vice President’s role in a meeting he chaired.

 

The meeting allowed the Millennium Development Authority (MiDA) to accept a downgrade of the required bank guarantee to an insurance guarantee, as specified in the PDS agreement.

 

They argue that this decision, which altered conditions precedent into subsequent conditions, resulted in the transfer of assets from the Electricity Company of Ghana (ECG) to PDS.

 

They claim this change caused Ghana to forfeit $190 million, which was part of the second tranche of the Millennium Challenge Corporation (MCC) compact.

 

The petitioners are also seeking the recovery of approximately $54.25 million wrongfully withdrawn from ECG’s operating accounts to secure a fabricated insurance guarantee when PDS had no legitimate claim to ECG’s assets.

 

Additionally, they request an investigation into any related matters that led to the termination of the PDS deal and the financial impact on Ghanaian taxpayers.

 

The petition highlights growing concerns over transparency and accountability in high-profile financial dealings involving government officials.
