Government Denies Payment in US$34 Million Ambulance Deal

Ghana’s Minister of Health, Dr Bernard Okoe Boye, has clarified that the Bank of Ghana has not disbursed any funds related to the controversial $34 million ambulance spare parts contract with Service Ghana Auto Group Limited.

 

The statement comes amidst accusations by Samuel Okudzeto Ablakwa, Member of Parliament for North Tongu, who alleged misconduct involving former Finance Minister Ken Ofori-Atta and former Health Minister Kwaku Agyeman-Manu in the deal.

 

On Thursday, August 1, Dr Okoe Boye proactively addressed concerns regarding Service Ghana Auto Group Limited’s payment status before Parliament’s Government Assurances Committee, demonstrating the government’s commitment to transparency.

 

He unequivocally stated, “Not even a dollar has been given to the provider,” providing a clear picture of the situation.

 

He further elaborated, citing discussions with a Deputy Governor of the Bank of Ghana, who clarified that the transaction is contingent upon the delivery and performance of the contracted services.

 

“It is a letter of credit,” Dr Okoe Boye explained, indicating that payment would only follow the verified supply of the stipulated parts.

 

The deal has sparked controversy due to suspicions surrounding the timing of its approval and concerns over the capacity of Service Ghana Auto Group Limited, a recently incorporated entity, to fulfil the contract.

 

The Minister’s testimony aims to quell public unease and address parliamentary inquiries into the transparency and management of state contracts.

 

As the debate unfolds, scrutiny continues over the handling of government procurement practices, with ongoing calls for accountability and oversight in public expenditure, reassuring the public that their concerns are being addressed.
