Zanzibar Minister for Constitution and Legal Affairs, Mr Abubakar Khamis Bakar informed the house on Friday that delays to print enough birth certificates is caused by shortage of funds.

Responding to questions from Mr Mbarouk Wadi Mussa (CCM- Mkwajuni), the minister said his ministry was battling to cope with the great demand for the birth certificates.He said that some 10,206 people including children have already registered and paid for the birth certificates but have not received the documents due to delays in printing.

“Delay to print birth certificates has been due to shortage of printing papers and staff to handle the registration and clarifications process. This is mainly because we have little fund,” Abubukar said, adding that his office had taken steps towards overcoming the problem.

He said his office has asked the central government for a smooth supply of funds for the birth certificates production, encourage employees to work overtime and build-up processing capacity at district level. The minister promised that the unprinted birth certificates will be ready by today.
