My Life Is In Danger Under Chief Director At Ministry Of Defence!–Business Woman Calls For Nana Akufo-Addo And IGP Intervention As He Intimidates and Harasses Her

Prominent business woman in Accra, Madam Rebecca Serebour has reported receiving threats to her life which situation has made her sleepless and called for quick intervention of President Nana Addo Dankwa Akufo-Addo and Inspector General of Police (IGP), Dr George Akuffo Dampare to safeguard her life from the Chief Director of the Ministry of Defence, Dr. Evans Agbeme Dzikum.

The worried Rebecca Serebour accused Dr Dzikum for allegedly using the police officers at the Property Fraud Unit of Ghana Police Service Criminal Investigative Department (CID) headquarters in Accra to intimidate, harass.

The beef of Dr Dzikum, she said has stemmed from the fact that Dr Dzikum asked her [Madam Rebecca Serebour] to lead him in a land purchase transaction at Trassacco Phase Two in Accra.

However, she pointed out that issues arose when she [Madam Rebecca Serebour] facilitated the purchase of a plot of land for Dr. Dzikum,which was later claimed by Teshie elders.

According to her, this led to harassment and threats from Dr. Dzikum, demanding that she (Madam Rebecca Serebour) recovers the money he paid for the land.

Madam Serebour lamented that she finds
it extremely difficult to understand why Dr Dzikum would still be using police officers at the Property Fraud Unit of Ghana Police Service to intimidate her.

Although Dr Dzikum has already succeeded
in suing her in an Accra High Court, Madam Serebour revealed that she was shocked to receive a distress call on Friday August 2, 2024 from police officer at the Property Fraud Unit of Ghana Police Service, inviting her to report to the police CID headquarters on Tuesday August 2024, indicating that Dr Dzikum has lodged complain against her.

She noted that it clearly shows that in a writ
of summon with suit No.GJ/ 0789 /2024 issued by his Counsel,Kwadwo A. SAfo from Kwaku Addeah Law Office in Accra, Dr Dzikum who is a plaintiff is seeking the order for recovery of USA$150, 000,(or its cedis equivalent per a exchange rate on the day of payment) from her who is the defendant, through the judicial sale of property located at Adjiringanor.

In a statement of claim, the plaintiff’s claim is for accrued interest on the said amount from October 7, 2021 till date of final payment; cost; including legal cost; and any other relief or reliefs this honourable court deems fit.

She asserted that Dr Dzikum has bypassed
an Accra High Court after he has sued her to take her to the Property Fraud Unit of the Ghana Police Service, the development, for which Madam Serebour stated is completely amounted to a contempt of court.

“Why is it Dr Dzikum is currently inviting me to the Property Fraud Unit of the Ghana Police Service to do what again after he himself has taken me to an Accra High Court and the bailiff has served me with writ of motion of notice application for me to appear before the court.

“So l must state categorically that this current decision for Dr Dzikum to take me to the Property Fraud Unit of the Ghana Police Service, is completely unlawful and unfair…” this is because which of the country have you heard that if someone has taken you to the law court of competent jurisdiction and such case is pending in the court for the hearing and that the plaintiff would again proceed to take the defendant to police to be intimidating and harassing he or she again Madam Serebour explained and called on

It would be recalled that Madam Rebecca Serebour and her son, Nana Amo Yarley have also taken legal action against Dr Dzikum and accused him of sanctioning agents, including soldiers, to threaten her life due to her involvement in a land transaction at Trassacco Phase Two in Accra.

The case, suit number HR/0093/2024, filed in the Human Rights Division of the Accra High Court, involves Madam Rebecca Serebour and Nana Amo Yarley as applicants against Dr. Evans Agbeme Dzikum and the Attorney General as respondents.

Attempts to serve Dr. Dzikum with a motion
on notice application for the enforcement of fundamental human rights, pursuant to Article 33(1) of the 1992 Constitution and Order 67 Rules 1 & 2 of C.I 47, have been unsuccessful.

According to an Affidavit of Non-Service by a bailiff, efforts to serve the motion at Dr. Dzikum’s office and residence have proved futile.

However, on Tuesday, July 23, 2024, Mr. Cerphas Banuodio Boyuoh, the lawyer for the applicants, succeeded in securing an order for substituted service, allowing the bailiff to post the notice on Dr. Dzikum’s properties.

An affidavit supporting the application details how Madam Rebecca Serebour and her son, Nana Amo Yarley, faced constant attacks and intimidation from Dr. Dzikum and some military men at the office of the Ministry of Defence.

It also mentions the unlawful detention and imprisonment of Madam Rebecca Serebour and her son at the Ministry of Defence, as
well as harassment by six military men at the behest of Dr. Dzikum.

The affidavit further explains that Dr. Dzikum unlawfully seized a C250 Mercedes Benz (registration number CX 8638-22) belonging to Madam Rebecca Serebour.

It highlights Dr. Dzikum’s misuse of his position to instill fear, detain, and abuse Madam Rebecca Serebour and her son, forcing her to sign a document relinquishing her house.

Part of the affidavit reads, “Madam Rebecca Serebour and her son, Nana Amo Yarley, were locked up and detained in a small room at the Ministry of Defence with little to no ventilation for over four hours.

The affidavit pointed out that the applicants were not even allowed to use the toilet at the Ministry of Defence when requested.

“Following their four-hour detention, Dr. Dzikum coerced Madam Rebecca Serebour into signing a document entitled “Demand Notice,” purportedly from a lawyer named Kwadwo A. Safo ESQ.

The suit against Dr. Dzikum also includes a civil suit seeking a declaration that Madam Rebecca Serebour merely facilitated the sale of a plot of land from a vendor to Dr. Dzikum.

The affidavit asserts that the coercion of Madam Rebecca Serebour into signing a document relinquishing her house to Dr. Dzikum is null and void. It also calls for the immediate return of the seized C250 Mercedes Benz.

The affidavit indicates that the ordeal caused significant distress, psychological trauma, and fear for safety for Madam Rebecca Serebour and Nana Amo Yarley.

The conflict dated back to 2017, when Madam Rebecca Serebour and Dr. Evans Agbeme Dzikum both sought to purchase land from a vendor at Adjiringanor. Over time, their acquaintance grew into a cordial relationship, and they facilitated several land transactions together.

The affidavit asserted that the harassment and threats from Dr. Dzikum have caused sleepless nights for Madam Rebecca Serebour, leading to this legal action.

Aside this legal action, Madam Serebour has also petitioned President Nana Addo Dankwa Akufo-Addo over gross misconducts, intimidations and threats meted out to her and her biological son, Nana Amo Yarley by Dr Dzikum.

According to the woman, the gross misconducts meted them by Dr Dzikum and his agents, violated their fundamental human Rights and freedoms and that they are seeking the support through the Executive Secretary of the Office Of President Jubilee House to President Akufo-Addo, to immediately call Dr Dzikum to order.

She lamented that Dr Dzikum’s continuous actions and inactions are making her sleepless as well as making her suffering from many heath problems which is currently putting her life in serious danger.
