Law enforcement officials said on Tuesday they found no evidence of nexus to terrorism or indication of “political or social biases” behind a deadly car crash in Rochester, U.S. state of New York, in the early hours of Monday that left three people dead and at least nine others injured.

“We’ve not uncovered any information leading us to believe that the actions of Michael Avery on New Year’s Eve were motivated by any form of political or social biases,” Rochester police chief David Smith said at a press conference Tuesday morning. “So far, we uncovered no evidence for ideology and no nexus to terrorism, either international or domestic,” said Jeremy Bell, a special agent in charge of the local branch of the Federal Bureau of Investigation (FBI). An SUV rented and driven by Avery, from Syracuse, New York, slammed into an Uber car and crowds around 12:50 a.m. Monday local time as around 1,000 people were leaving from a New Year’s concert at Kodak Center in Rochester. The SUV then exploded into an intense blaze. Two riders in the Uber car died at the scene and a few others were injured. The number of injured pedestrians increased to nine and Avery, 35, died in a hospital later Monday.

Investigators found more than a dozen of gasoline canisters in and outside of the SUV, leading to the involvement of the FBI, the Rochester Police Department’s bomb squad and joint arson task force. Avery’s motive remained unknown after investigators searched his hotel room and his personal vehicle. “Although the motive behind the crime remains unknown, the conversation we’ve had with his family so far leads us to believe that Avery may have been suffering from possible undiagnosed mental health issues,” said Smith. Smith added that this is an ongoing investigation and additional information may be developed.
