The Concerned National Service Scheme (NSS) Personnel Association of Ghana (CONSPAG) has announced a nationwide strike effective Wednesday, July 3, 2024, citing non-payment of allowances as the primary reason.
In a statement dated July 2, 2024, addressed to NSS personnel, user agencies, and stakeholders, CONSPAG outlined several challenges precipitating their decision. These included the inability to cover accommodation and utility bills, transport costs to their workplaces, and the strain of borrowing money for basic needs due to delayed allowances. The association also highlighted health complications arising from these financial hardships.
Currently, CONSPAG stated that the government owes trainees a five-month allowance and university graduates serving under the NSS program a three-month allowance. Despite NSS regulations stipulating sanctions for absenteeism exceeding three months, personnel have reportedly continued working without compensation under adverse conditions.
Labelling their situation akin to slavery, CONSPAG underscored the essential role NSS personnel play in the nation’s institutions, both public and private. They emphasized their contribution to national productivity and expressed dismay at their service’s undervaluation.
The association called upon all relevant stakeholders, including media outlets, political figures, and traditional leaders, to intervene and advocate for the prompt payment of allowances. They urged concerted efforts to resolve the issue swiftly to mitigate further impact on personnel welfare and national service operations.
