Somalia launches consultation on spectrum, numbering, interconnection policies

Somali government on Tuesday kicked off a consultation process for spectrum, numbering and interconnection policies as part of plans to harmonize usage of telecom services in the country.

Abdiaziz Isaq, director-general of the Ministry of Post, telecommunications and technology said the draft policies are aimed at regulating the use of spectrum and numbering resources and policy for interconnection of telecom operators.

Isaq said the regulations of the three policies are also linked to the National ICT Policy and Strategy for 2019-2024 that creates legal and policy frameworks that would allow the government to develop further and attract more investments in the ICT sector.

He said these policies, once finalized, would inform the ministry’s engagement with the sector through the regulator, adding that all stakeholders are invited to submit their comments in writing to the designated email latest by Jan. 10 next year.

Among the issues in the draft policy on interconnection, the government seeks to make the network operators to reach an interconnection agreement within ninety days from the start of negotiations.

The government says the frequency assignment process shall be open, transparent and non-discriminatory for all radio spectrum users. Enditem
