South Africa: Major Arrests in COVID-19 PPE Corruption Probe

South African authorities have made significant strides in combating corruption related to COVID-19 relief funds, with the arrest of 22 suspects linked to a corruption network within the Department of Public Works in Mpumalanga province.

This successful investigation is a testament to our commitment to transparency and accountability.

The Asset Forfeiture Unit, the Special Investigating Unit, and the Directorate for Priority Crime Investigation seized assets and properties totalling R52.6 million (USD 2.86 million) as part of the operation. These assets include houses, vehicles, electronics, jewellery, and bank accounts.

The investigation uncovered extensive corruption, fraud, theft, and money laundering allegedly perpetrated by senior managers and service providers involved in procuring personal protective equipment (PPE) disinfection services during the pandemic. The scale of this corruption is staggering and demands our immediate attention.

Authorities found evidence suggesting that PPE tenders were awarded to suppliers who did not deliver services, with substantial kickbacks paid to officials and their family members.

In a coordinated effort, officers raided 34 locations, targeting 29 properties, 31 vehicles, and a boat trailer linked to the suspects. This operation underscores South Africa’s unwavering commitment to combatting corruption, particularly in procuring essential pandemic supplies. It is a sign of hope for a more transparent future.

The suspects face charges related to PPE procurement, including corruption, fraud, and money laundering, and they are scheduled to appear in the Commercial Crimes Court.

President Cyril Ramaphosa has mandated the Special Investigating Unit to investigate allegations of corruption and malpractice in State institutions concerning PPE procurement and the conduct of State employees. This investigation is expected to lead to reforms that will prevent similar incidents in the future.
