A medical officer, Dr Dennis Osei at the Health Frontiers Limited Laboratory at Kumasi in the Ashanti Region has been arrested by the Criminal Investigation Department (CID) of the Police Service for allegedly defrauding the state of GH?140,858.45.
Dr Osei was picked up towards midnight of February 4, 2015 by officers of the CID.
A statement issued by the Director of the Fraud Unit of the CID in Accra, Mr Felix Mawusi, said the arrest followed a petition by the Chief Executive Officer (CEO) of the National Health Insurance Authority (NHIA) to the CID after a clinical audit of Dr Osei?s facility at Bekwai in the Ashanti Region.
The facility is an accredited health service provider under the National Health Insurance Scheme (NHIS).
According to Mr Mawusi, the clinical audit, which was conducted by the NHIA and covered the period between January and December 2013, revealed that Dr Osei had over the period allegedly submitted fraudulent claims to the NHIA, to which he was paid the said sum.
Dr Osei is further alleged to have engaged in the fraud when he forged medical folders of non-existing patients who were ostensibly referred to his laboratory by other medical facilities in the Amansie District.
?The audit team found that patients for whom such claims were made do not exist and the referral facilities also denied treating any such patients and referring them to Dr Osei,? he disclosed.
The team, according to Mr Mawusi, also found out that Dr Osei had forged the signatures and stamps of medical officers of those facilities to facilitate the fraud.
?This doctor was also found to have made claims for services that were not covered by the scheme and services not available at his own Health Frontiers Limited Laboratory,? he added.
The said fraudster ?is being investigated for conspiracy to defraud and forgery of documents.?
?Dr Dennis Osei is currently being held at the CID Headquarters and is assisting in investigations,? Mr Mawusi concluded.
