“The corruption was embedded in the organization. It cannot be ignored or dismissed as attributable to the odd renegade acting on his own,” insidethegames quoted from the report to be presented at a news conference in Munich at 1400 GMT.
The report alleges that the decision-making IAAF council, of which Coe was a member as a vice-president between 2007 and 2015 before succeeding Lamine Diack as president, must have known of the growing problem with Russian athletes.
Russia’s athletics team was suspended after a first report from the WADA committee in November said that there was widespread doping in Russia and positive tests covered up.
Diack is under criminal investigation in France, and his son as well as the former Russian athletics chief are banned for life by the IAAF ethics committee for extortion to cover up the positive doping tests of a Russian athlete.
The IAAF has said “there is no systematic corruption” with the organization, and that several staff members frequently confronted Diack on delays in proceedings against Russian athletes.
Coe insisted to broadcasters CNN “there is no cover-up here” and has previously also said he was not aware of all events within the IAAF because he spent most of his time as chief organizer of the London 2012 Olympics.
