Institutionalizing a robust unified local government system on course

A resource person, Dr. Onofere Okereka has called on Delta State Local Government Service Commission to place high premium on man power development of its staff in the unified local government system in the state.
Okereka made the call while delivering a lecture titled ?Effective Human Resources Management and Local Government Administration? during a three-day workshop organized for Heads of Personnel Management (HPMs), Treasurers to Local Government (TLGs) and top management staff of the state Local Government Service Commission which was recently held in Benin City, Edo State.
According to him, the call had become imperative as it would tremendously go a long way in entrenching a culture of effective service delivery in the unified local government system in the state for the overall benefit of Deltans.
He, also, stressed the need for the Commission to engage the services of competent hands that would help in driving its mission and vision towards institutionalizing a robust unified local government system in the state where the principle of accountability, integrity, efficiency and commitment to duty would be the order of the day.
?Heads of Departments in various local government councils in the state should have good knowledge of manpower planning, performance appraisal, training and development in order to move the local government system forward?, the resource person said.
While saying that the workshop which has ?Strategic Management and Administration of Local Government for Effective Service Delivery? as its theme was apt and timely, Okereka disclosed that the capability and commitment of staff can only be stimulated through human resources management.
The resource person who urged Heads of Departments and other senior officers in the local government system to conduct good performance appraisal exercise of workers to indicate those that genuinely deserve the Workshop, said that ?if those who need the training are not given the opportunity, then their performance would continue to dwindle and services rendered to the commission would be very deficient?.
He, however, admonished participants to imbibe the import of the workshop to improve on their performance index, saying that it (the workshop) was organized by the Commission to promote productivity and efficiency in the unified local government system in the state.
During the workshop, Dr. Franklins Sanubi of the Delta State University (DELSU), Abraka, spoke on ?Strategic Management for Effective Local Government Service Delivery? while Dr. Mukoro and Egbadju from same university, also, spoke on ?Effective Delegation of Authority As Effective Way of Managing Subordinates? among other speakers.
