Majority Chief Whip, Alhaji Mohammed Mubarak Muntaka, has served notice he will press to have Parliament amend the University of Ghana Act [Act 806] to remove any doubt that the nation?s premier University has absolutely NO power to use section 3 of the ACT to ?extort? money from people using Legon roads as thoroughfare.
The said provision reads, ?A person who is not a member of the University shall not enter the premises of the University or have access to facilities or privileges of the University without the permission of the University.?
The Asawase MP raised the issue on the floor of Parliament today, drawing inspiration from his earlier stance in July 2010 that the said clause needed to be removed from the BILL [at the time] because it could be misused by the University. According to him, Legon had assured Parliament in 2010, at the time MPs were working on the Bill, that it had no intention of using the said provision to restrict access to its facilities, including roads.
It came just after I wrote the following words on this page: ?Is there no FINAL authority in this country which MUST ACT to stop the shenanigans going on? If Legon claims it has the legal backing ?? section 3 of University of Ghana Act [Act 806] ?? to shut its doors to thoroughfare [which I strongly disagree with] why can?t government cause the law to be amended with dispatch? ?It is as if we are all waiting for a BIG chaos out of all these to set up another committee to investigate all kinds of things?.
