? Former Engineer In-Chief Fingered?
An intelligent investigation conducted has gathered that squatters made up of Kayayei, Prostitutes, criminals among others have taken over the Public Workers Department (PWD) structure near Tudu in Accra.
This came to light when this reporter witnessed a severe beating of a? young boy between the ages of 15years for allegedly snatching Samsung Galaxy S4 phone from a lady.The young man fled to the PWD structure yard where he was pursued and arrested.
As a result, the reporter followed up to ascertain the activities going on at the PWD structure yard.
Investigations conducted by the intelligent unit indicate that a former Engineer in-Chief of the department, Mr. Rockson Yeboah rented the structure yard to the squatters at the cost of 1GH Cedis per night.The investigations further revealed that one Nelson Ansah goes to collect the money and accounts to the former Engineer In-Chief.
Further investigation revealed that a portion of the structure has also been rented to a church, a filling station, a lorry park and food vendors who are seen openly using naked fire and Gas to prepare food for sale.
The Ghana National Fire Service has described the activities of the squatters as very dangerous as it could easily cause fire out-break in the yard.
When hinted the info which was lead to the visit of the PWD head office to ascertain whether or not if the revenue collected goes to the accounts of the PWD, the officer in charge of the account department confirmed that the revenue goes to the accounts of the PWD which was estimated about 15,000 GH Cedis per month.
But the current stated has no indications that the revenue is used to maintain the institution.
Further investigations revealed that almost all the offices at the PWD head office have no computers and accessories whiles the computer used by the acting. CIO?s secretary is faulty not with-standing there are also leakages in almost all the offices, the air-conditioners are not working, there are no log books to control movements of stores at the various gates.
No better security arrangements and equipment?s for the security men which includes rain coats, touch light, whistles, truncheon,and security light both at the head office, the RR stores and the structure yard.
It is also revealed that there are no padlocks for the main gates both head office and the RR stores.
A source at the structure yard revealed that they pay monies to one Hajia who also makes payment to one Nelson Ansah the acting Investigation Officer PWD to the former Engineer in-Chief Mr. Rockson Yeboah.
According to the source the former Engineer in-Chief does not have the interest of the civil servants at heart but he is only interested in his personal gains.
The source further revealed that the workers at the PWD have made many complains about the nature of the department as well as their promotion both written and verbal but the man chooses to ignore their request.
?Further investigation revealed that a former Engineer in-Chief who has refused to proceed on transfer and has locked the office which was to occupied by a new Engineer in ?Chief for about three weeks now.
The activities of the former Engineer In-Chief have made things very difficult for the new Engineer In-Chief as well as the staffs at the PWD head office.
The source further revealed that Mr. Yeboah who is supposed to use one car but he is rather using three cars, a Toyota Land-cruiser Prado, Toyota Pick-up and V8 which supposed to be use by the Project Coordinator for the department?s project activities.
The source added that Mr. Yeboah?s wife is using the V8 which is the property of the Civil Servant whiles he is using the Toyota Pick-up and has also take imposition of the spear key of the Toyota Land-cruiser Prado which he used whenever he likes , therefore the car is supposed to be used by the project coordinator.
When contacted on a phone, the former Engineer In-Chief of Public Workers Department Mr. Rockson Yeboah confirmed that he has rented the part of the structure yard to some individuals which he refused to mention their names to the reporter.
He said has an agreement those individuals concerning the rent of the yard, but denies that he has no idea of prostitute and squatter at the yard.
According to him the he use the revenue generated from the structure yard to buy fuel to operate the movement of the PWD as well as to take care of the needs in the various offices.
When he was further asked if he can boast of any physical achievement he has made to improve the department since his time as the Engineer In-Chief he cut the call.
Later at?7:06?in the evening, Mr. Yeboah called the reporter if he can have an appointment with him but the reporter refused due to some reasons.
?He later called me again at?2:47 am midnight and I refused to answer his call because I don?t know why I should answer a?midnight?call? the reporter noted.
The following day all efforts were made to reach Mr. Yeboah back on line proved faulty and the reporter went on to text him but did not reply to the text massage.
