According to them, FWSC has failed to address the wide salary gap between the Junior and Senior Staffs of the Public Universities from the implementation of the single Spine Pay Policy.

Addressing Journalists at Press Conference in Accra, Mr Ralph A. Apaaya, General-Secretary of TEWU, hinted that the issue have been properly laid before the Management of the Public Universities and Fair Wages and Salaries Commission since February, 2011 when the Single Spine Pay Policy was implemented for the employees of the Public Universities in Ghana.
“We as a Union have been in dialogue with Fair Wages and Salaries Commission and Vice Chancellor Ghana(VCG) in order to address the above mentioned concerns of Unionized Staff of Public Universities,” he noted.
This he said, various steps taken included setting up a Sub- Committee of the Committee of Universities Local Union Executives on 3rd February, 2012 to look into the issues emanating from the implementation of the Single Spine Salary Structure (SSSS).
According to him, the Sub-Commitee work hard and submitted a report on 4th February , 2013 which indicated that the Single Spine Pay Policy had indeed distorted the Public Universities pay structure and widened the gap between the Junior and Senior Staffs making the Junior Staff salary worse off.
He said, the Union therefore officially drew the attention of the Management of the Public Universities and Fair Wages and Salaries Commission to the distortion , disparities and gap created as a result of the implementation of the Single Spine Salary Structure.
The Fair Wages and Salaries Commission (FWSC) therefore set up a Technical Committee in May, 2013 to look into the concerns. According to him, the Technical Committee which was chaired by Madam Eva Ad do , was abandoned midway.
“Subsequently, TEWU of TUC (Ghana) issued a Communiqué giving a deadline of Friday 6th September , 2013 for the concerns to be addressed.
The Fair Wages and Salaries Commission failed to even acknowledged the Communiqué which compelled the Union to make a formal complain to the National Labour Commission,” he explained.
According to him, Fair Wages and Salaries Commission have acted in bad faith. We are a law abiding Union and have followed due process for the past three to four years yet they are not seeing any results.
“We want to draw the attention of the Fair Wages and Salaries Commission , VCG and all stakeholders that if by the end of December , 2015 our concerns are not addressed , every blame should be placed at the door step of Fair Wages and Salaries Commission and the Public Universities Management and all Stakeholders,” he cautioned.
