Electoral Discomfort Ghana must change course

We are profoundly worried about apprehensions, trepidations, chaos, anarchy and the loss of lives that have found feet in democratic elections in Africa and issues that might bring about mayhem in democratic Ghana and therefore where the laws do not appease the public, we seek a review and propose a better in its stead.

Since the inception of the 1992 Constitution, the most contentious issues confronting Democratic Ghana has been election to elect the President of Ghana. The nation gets tensed and the fear of war, mayhem or insurgencies looms over the nation whilst fear grips investors and citizenry.

The causes of these disparities are the historical background of the people of Ghana and our traction to ethnicity and tribalism inadvertently groomed by the Big Six after having lost terms with the 1957 Constitution.

The solution to keep up with our democratic system of government without maiming our political stability and growth is to reform our electoral laws to conform to what democratic Western World does in her democratic exercise which are;

1. Insulating the office of head of state from the office of head of government and make the office of head of state non-executive position.

2. Assign the office of head of state to the 50 Strong National House of Chiefs representing 10 regional houses of chiefs and 274 traditional Councils in Ghana which is guaranteed under the 1992 constitution. Chieftaincy institution is revered by the Ghanaian long before independence and has found favourable place and seat in post independence constitutions.

3. Government shall be formed from the majority political party in the Primary Chamber Parliament. Head of Government shall be appointed by the Head of State from the majority political party in the National Assembly. Therefore legislators of the Primary Chamber shall elect the Head of Government and be appointed by the Ceremonial President, the President of the National House of Chiefs that rotates among them the Members of the National House of Chiefs
4. There head of government shall appoint ministers from within and without parliament but members of parliament appointed to ministerial position shall cease to have voting right in the parliament or hold parliamentary office as members of parliament. The first runner up in the primaries to elect members of parliament of a political party of a constituency from where such members of parliament appointed to ministerial position shall occupy the seats of their colleagues appointed to the ministerial position such that they maintain their superiority in number at the parliament.

5. There shall be a second chamber parliament made up of organizational representative to augment, complement and serve as a countervailing authority to the executive to effect checks and balances to the executive and thereby consolidating the dearest need of the Ghanaian, stable democracy.

Issues about ethnicity, tribalism and regionalism that has found place under this dispensation shall cease to exist. Expensive electoral system shall be a thing of the past as no one presidential candidate shall comb the entire nation to root to be elected as the President of Ghana other than the primaries political parties shall conduct to elect their executives. Perspicacity, intelligence, moral uprightness shall be hallmark of electing a leader as head of government.

Political patronage shall sink to the lowest ebb and extreme rivalries shall have no place in our political sphere.
