Germany could take steps to criminalize travel or attempted travel to areas where Islamist militants are fighting under new government proposals that aim to stem the flow of new recruits to the conflicts in Syria and Iraq.

Under a proposed law change seen by dpa – due to be considered by the German cabinet on Wednesday – travel and attempted travel with the purpose of enacting or preparing terrorist acts would be illegal.
It is already illegal to leave Germany for training in a terrorist camp to carry out violent, seditious acts.
If the changes are approved, it would become illegal to leave Germany to take part in terrorist activities abroad or to train for them. Attempted terrorist-related travel abroad would also be subject to punishment.
Sentences of six months to 10 years are proposed and, for more minor cases, three months to five years.
The government also wants to toughen laws against terrorism financing.
Authorities have said more than 600 Islamists have travelled from Germany to Syria and Iraq. Many joined the Islamic State jihadist group, which has taken over large amounts of territory in both countries.
Leaders across Europe worry that fighters radicalized in such conflicts could return to carry out terrorist attacks at home.
Authorities in Germany are already allowed to take away the passports of suspected Islamists and bar them from leaving the country.
